KPMG’s 2026 Global CEO Outlook (published October 9; Axios coverage October 15) surveyed 1,400 CEOs and found 53% planning workforce reductions in some areas over the next two to five years in response to AI — while 89% expect to increase headcount over the next three years.

Data

  • 53% plan reductions in certain areas
  • 89% expect net headcount growth over three years
  • 86% plan to redesign roles, career paths, and team structures

Counter

Surveys measure intent, and CEO surveys chronically overstate transformation plans. The 53/89 overlap isn’t hypocrisy — it’s the honest shape of this transition: cut in exposed functions, hire in AI-adjacent ones. Intent surveys also lag behavior; the behavioral data (attrition without backfill) is already ahead of what CEOs will admit on a questionnaire.

Verdict

Composition change, not contraction. The number to watch isn’t 53% or 89% but the 86% redesigning roles. When the majority of org charts get rebuilt around AI-augmented workflows, the hiring and the cutting are the same event.
